That the boat deck and gun deck could have been rebuilt for 4.5" AA is clearly possible, though it is likely they would have carried two less gun mounts. Speed could not have been pushed much above 21 knots due to hull form, and no alterations to the bow would have been made, but 22 knots at full power on new machinery was certainly possible, as you note. Increasing the elevation of the main battery and adding plates to magazines and machinery spaces was also quite possible (and Royal Oak received the same plate as Warspite, Malaya, and Barham).<br /><br />The power of the Exchequer was described as "a tyranny" by Chatfield, and Roskill's history of the interwar period makes it clear that by the time money was available, time was not.
